enable/disable the handover while the MS is using a SDCCH.
For example, it means the MS is on SDCCH in a cell (for any reason, call setup, LU, SMS,…) and a better neighbor cell is measured. A HO will be performed from SDCCH(cell 1) to SDCCH(cell 2).
Other possibilities : low level ul or dl, bad quality ul or dl, etc. (all standard HO causes are verified)
I also believe for directed re-try handovers you’ll need to have HO on SDCCH enabled. Directed retry is a good feature for controlling TCH resource blocking.
The Mean Holding Time for SDCCH is 3 to 4 sec. SDCCH HO is SDCCH to SDCCH HO during this time. It’s because of the radio conditions.
Directed Retry and Forced Directed Retry is SDCCH ( cell A ) to TCH ( cell B ) because of TCH ( cell A ) blocking. You are right – it’s powerful mechanism to fight blocking with.
I confirm : SDCCH HO = disable does not disable the directed retry and forced directed retry.
This configuration :
SDCCH HO = DISABLE
EN DR = ENABLE
EN FDR = ENABLE
means :
SDCCH to SDCCH HO is disabled, but DR and FDR are allowed without any restriction !
