Service based Handover

    Hi All,
    Could anyone explain me what is the meaning of service based handover.

    I think its between 2G-3G or 3G-2G most of the time.My doubt is that this handover is triggered only because of the services that can be provided by 3G 0r 2G or the cause of this handover may also be the downlink frequency?
