Connect callers to other callers

Hi,

Im looking for a technology solution where I can connect incoming calls to a number, to other callers.

I understand that In a call centre, the incoming calls are distributed among employees, but I want to distribute among callers itself. Is it possible?

Say a number gets 100 simultaneous calls, i wish to make 50 pairs of connections by connecting one incoming caller to another.

If possible, whom do I approach and how much it might cost ?
