Since 3G was launched there has been a lot of work done with Quality of Service. As a result QCI was defined.

QCI - QOS Class Class Indicator / Identifier.

For Conversational voice the tolerated packet delay is 100ms.

I am searching for threshold value of Jitter in vehicle Ah-Hoc network or generally for VOIP in wireless, which do not cause deterioration of VOIP quality of service. I could not find this value in any reference.
some webpages mentioned 30, 40, 50 msec
but I want academic or industrial reference to use it as reference.
