Voip provider and Japan virtual number

I’m planning on establishing a 2~3 person office in the Philippines in January. The office will be used to communicate with customers in Japan. I expect to use 3000~5000 minutes per month of outbound calls (90% Japan landline, 10% Japan mobile).

Can anyone recommend a VOIP service provider that give me an affordable rate for my outbound calls? I also need 2~3 Japan area phone numbers 813 or toll free 0120, for the inbound calls to the Philippines.
