This is not a task of a gateway.
Such a task should be accomplished by a softswitch. AFAIK, PSS (a russian made softswitch) is one of those who are able to convert codecs.

with a IP to IP IOS from Cisco, you should be able to convert codecs. There are only a few Cisco Routers which supports this IOS. Some of them are 2600XM Series, 3660 and 3745.

IT IS TASK OF THE GATEWAY.
Codec conversion can be done only by Media Gateways.
There are atleast two gateways that I know and used that do this.
    Mera and Sysmaster.
Normally softswitch vendors include a gateway module to take care of the protocol and codec conversion. For example, Nextone makes a softswitch, but it does not convert codecs.
