as5300 dial-peer

i tried to set up the network w/ the local in the US, and the remote require the special dialplan where incoming digits from the US PSTN will be 011-country-city-DNIS to the AS5300 in U.S. and will route the call to the country code thru voip dial-peer, after that the destination gateway will terminate 0-citycode-DNIS to the PSTN in the remote side.
everytime i made the test call somehow the digits that dialed out is not what i expected, anybody ahave any pointer, thank you
