Intra_bsc_handover_success problem

Hi

Pls assist with your knowledge on the above subject.
1.I’ve got a site with the intra_bsc_handover_success_rate problem(sector03 to sector02) of the the same site which is very low.
2.Another thing is that this sector 03,spills over to a distance where there are sites also serving the area.
Tilting the sector won’t solve the problem either.
