    Can anyone throw some light on what steps should be taken if a 2G ICR is to take place btween two operators. I read in some E// docs that the MNC should be same i don’t understand this hows this is possible.

    Yes this is posible.
    Currently operators like voda, idea airtel n reliance are exchanging their service network to provide seamlees connectivity to a user. It has been luaunched pan india by airtel, making tie-up with idea n vodafone.

    This rule has been implemented and guided by TRAI.

    – the roming patners IMSI series & HLR GT should be defined in MSC.(same as like we do for normal roaming).

    – those IMSI series should give permission in the corresponding Location Area (MSC/ BSC configuration)

    Regarding call routing in ICR, you can go for the IMSI based call routing. ie, any MO request from the ICR customer should route to HPLMN based on IMSI based routing.
