UL-DL Imbalance

    Hi All,
    could you please let me know what is the threshold for UL-DL Imbalance, I want to implement TMA in some cells.

    Suppose one cell has UL BAD(%)= 18.11 and DL BAD(%)= 0.37. By how much should there be diffrence between UL-Dl so as toconsider for UL-DL imbalance.
