Hi expert, can by any mean we can co-relate frequency load factor & suggested inter site distance.

no, the intersite distance depends mostly on the traffic capacity you need (assuming coverage is not an issue in this area)
then, when you get enough BTS to carry all the traffic, ensure the downtilt is high enough so that the BTS are not covering too far off their best serving area.

Plan cells based on coverage and capacity in terms of subscribers.
Allocate frequencies based on frequency band allocated trying to ensure maximum distance between reuse if doing mannually.
Else the tools do it based on the coverage area / overlap between cells and the traffic of the cells.
