can two IP address used for multi-homing be pointing to more than one SCTP port number?

we are about to connect our HLR to Huawei MGW but we are having some challanges.
on the HLR side we have four boards with different IPs connected to one port, but on the MGW side, there are two boards with two IPs but connected to 8ports!it is possible to connect the two IPs on the MGW side to the four IPs on the HLR side for even distribution of traffic?
