Adhoc frequency planning ang HODUPFT

We have recently implemented the Ad-hoc frequency plan (multiple hoppiing lists) in one of our cities with E//. It shows significant improvement in all the KPIs related to quality including HOSR but there have been a huge increase in hovercnt and hodupft(HO within 10 Sec). Though HO due to DL Quality have reduced but I suspect its happening due to new frequency plan. The MRR shows very positive results for quality after the Ad-hoc frequency plan but it must be degrading subscriber perceived quality as the no of Hovercnt per erlang goes as higher as 80 (which is usually around 40cnt/erlang for a big city). We have already checked the HO parameters and dint find any mismatch before and after the new plan. Appreciate if someone shares his experience or suggest something to find the root cause.
