PS TS allocation_Horizontal_Vertical

HI,

I have two issues to be confirmed:

For better interpreting lets make it start with an example:

My Sytem: NSN, Version:BR10

1.Suppose we have 128 cells in which 120 cells are utilizing all 256 PDT at PCU.
My quarry is: When any new PS request comes from the 129th cell, will it be rejected as no more free PDT is available?

2.In the same case if any new PS request comes (within these old 128 cells) and more than 20% free TCH is available in that cell. So according to parameter setting: GASTRTH 10-20-20, the request should be allocated in horizontal manner. But as there are no free PDT available.
My quarry is: Will the request be rejected or allocation will be in vertical manner?
