    PDCH is allocated at air interface and i think gb interface has nothing to do with pdch allocation failure, please correct if i am wrong.

    Gb congestion does not prevent a TBF establishment or PDCH allocation.
    Gb congestion will lead to throughput reduction thanks to flow control mechanisms in SGSN and PCU (MFS)

    PDCH allocation failure can be due to
    Abis congestion
    Ater-PS congestion
    radio timeslot congestion (too many TCH, or too many PDCH accordingly to the parameter settings)
    PCU congestion (= GPU/DSP congestion in ALU)
    Interference
    Coverage…

    fed ,i think all logical channels tch pdch … are allocated by BSC
    they affected by INTERFACES

    I can give you real case of the PDCCh allocation failure in BSC AIN saleh algeria
    I have investigate this problem problem by checking the alarm the most important cause is due to transmission problme :

    comminication between CMM/CMB and FUC break

    IF the network is E// the only reason for pdch Allocation Failure is lack of time slots for GPRS traffic
