Can anyone tell me that why in a one cell we can define only 32 neighbour. and in 1 channel why there is 8 time slot.

32 neighbours : probably a limitation on the SI messages or the MS measurements abilities.
8TS per channel : 3GPP standard, prpbably linked to the performance of the compression of voice, that required 13kb/s, and the radio coding performance… that was 20 yrs ago…
