    my question is , what is the best way to extend gsm network in a urban area with very heigh congestion espcially in holidays and weekends it reaches 8%. (with the knowledge that there are many Macro sites seprated 500 meter from each other, and macro sites).

    Hello,

    Cheapest is : Half Rate
    Then, optimize the traffic sharing handovers and directed retries
    Then, downtilt your sites, lower your antennas, and add some TRX’s.

    Then, multiband approach : add 1800 MHz TRX (with dual band antennas)
    Then dual layer approach : add micro cells

    This is vendor dependent, but some features can do the following :

    1/ handover from a high loaded cell to a low loaded cell
    2/ at call setup, tch is established to a less loaded neighbour cell
    3/ the HO is preferably done to a neighbour with low load.

    etc…

    there are usually many ways to distribute traffic evenly among neighbour cells.
