    Hi,
    what does it mean handover reference value:15 or handover reference value:12 in layer 3? Any documentation about that?

    Handover reference number is the number given to every MS who request for handover. so the different MS are distinguished by Handover Reference number

    I just get the same confusion, I have handover = 148
