    site_A in countery_A reaches the area of site_B in country_B with a bitter Rxlev than some a neighbour_B and a different BSIC.

    1- Will Site_A appear in the neighbours list of Site_B in TEMS?

    2- What if the two BSICs are same ?

    Hi,

    The question is not very clear but if you mean that you are in site A having neighbor from another country with better level same BCCH and ncc that is permited for sure you will have it in the list.
    Even I expect to go on it in idle.
    In dedicated if the BSIC is the same the BSC will try to initiate HO to your site and you will have HO failures

    so your answer is Yes this case is possible but only if the sites have the same NCC !!

    What abour BSIC??

    Even if they uses the same BSIC,if the A frequency is not in BA list of B it will not show as a neighbour

    It will happen if the neighbor NCC is in the list of permited NCC. There is no need to be the same.
    IF BSIC is the same the BSC will order the MS to handover to the cell in the list of your neighbours with this BCCH+BSIC. Usually you have HO fail.
