Did some buddy used this parameter before; what is the difault value and how will effect if I adjust that value?

It will prevent the HO Power Budget as long as the serving cell has a RxLev better than this threshold.

Used to avoid too many HO PBGT in the cell when there is sufficient serving cell level.
