Hi mouf, are you able to initiate calls in that particular cell?

    hi mouf,

    e cell = external cell ?

Then it’s probably a MSC misconfiguration. And if each cell belongs to a different MSC, then it’s even more probable than one of the two MSC is misconf.

Check routing tables, LAC definition, CI definition, and whatever (i don’t know the details at all). One thing certain : inc ho = 0% means there are HO requests. Therefore the serving BSC is aware that the e-cell exists.

Therefore, the description of you e-cell in your OMC-R is correct.

Good news if you’re working at the OMC-R… Bad one if you’re a NSS guy 🙂

    Regards,
    Pix

    Hi All,

adcguy : response to your question is yes. The cell carried traffic and do outgoing handover .

    Pix,

It is a misunderstanding. I mean “a cell facing” not ” e cell”.
All neighbors belong to the same BSC , one LAC et…
In Incoming, we ‘ve got no HO requests and no HO attempts.
    In outgoing everything is OK.
(Alcatel vendor). The cell is not at a border location.

    Thanks for any help!!!

    Hi,

There were similar problems in B8. Two possible actions:
    Restart OMU
or change the BSIC (this i’m not sure… perhaps, you should rather try to delete the cell and recreate it from scratch)

If nothing works, then you should raise the issue to your TAC. In which release are you?

    Hi, mouf.

Are you sure parameter RxLev_min(n) is low enough?

May be I should activate General Capture HO towаrd this cell ( just to get some requests )…

In calculating HOSR do we consider both incoming and outgoing??

I have some cells with poor incoming but excellent outgoing handover successes.

    hi alexia,

but then, in another cell, you have very poor outgoing and very good incoming % 🙂
normally, you should consider only the outgoing ho in the HOSR.

    Hi,
I don’t understand the Incomming HO and Outgoing HO. Could you to give me their threshold?
