Could you please tell me what is the max used value for dwel timer that used to delay the completion part of the handover process. What about low and high speed UE.

Min_Dwell_Time is a variable that depends on L min dwll time and H min dwell time.
Default are : L_mdt=8s, H_mdt = 20s, with en_speed_disc = enable

low and high speed of ms in lower layer depends on min connect time (defined in the lower layer cells)

min connect time = 20s by default

Can you please explain how the equation will work for first time when variable Min_Dwell_Time is not calculated yet?

L_MDT and H_MDT are the limits of this variables modification, which is modified by dwell_time_step. But I am confused, how will it calculated Min_Dwell_Time for first time when neighbour level of micro would be sufficiennt for cause 14?
