Improve OUTgoing HO

    I have some cells in my GSM network that have Outgoing HO success too low while target cells are not congested and are normal. please propose me a solution to find the problem and possible solution.

    Did you check the NSS/BSS declaration for your cells/LAC?

    Yes i check and i find that the declaration is good.

    If you’re certain your declarations are good, then it can be either:
    – interference
    – dual BSIC/BCCH
    – poor coverage
    – hardware problem

    What are your curent:
    HO OUTGOING EFFICIENCY RATE ?
    HO OUTGOING PREPARATION SUCCESS RATE ?

    in the same topic, what are the reasons for low HO attempts (>=200 HO)at MSC borders. i think it’s a matter of declaration but i will further explanation. thanks

    HO OUT EFFICIENCY RATE is low also but i don’t have the indicator: OUT HO PREPARTION SUCCESS RATE.

    This KPI depend on providers. For exemple we dont have OUT HO PREPARTION SUCCESS RATE on NSN. But for this case we have an execution Pb (low HO OUT EFFICIENCY RATE): It can be like what pix said:
    – interference
    – dual BSIC/BCCH
    – poor coverage
    – hardware problem

    Juste a question: for the target side, what is the worst KPI for HO Inc (HO Inc Fail due to ?)

    antapé, are you working with alcatel ? in this case, you have this indicator in RNO…
    Check out the indicators, per family “Outgoing HO Internal & External > Preparation > Success Rate”

    Please give me numerical values 🙂

    but you do have NPA, right ? Open NPR > DICO > GRAPHIC > PM VIEWER
    The indicators are called HOORRQGR and HOOREFGR

    Also, thanks to Adjacency indicators, you could find out which is the “faulty” neighbor (in other words, towards which neighbor the HO are failing the most)

    Delete the nighbours and create it againe,i will tell u the problem name if it is fixed, so please feed me back.

    I check with PM viewer and i see that in out the preparation rate is about 98% but in Inc it is 20%without no congestion and less interference.
    Coverage issue perphaps???

    20% Incoming HO Preparation success Rate ?

    Ok, so the problem is either:
    – congestion in the cell
    – hardware problems

    Since you say there is no congestion, then you should focues on the hardware (or even the BSC database). I suggest you delete all neighbours and recreate them, even delete the cell and recreate it.
    You can ask the local TAC to have a look to your BSC database.

    If it’s still not working, try changing the SUM card (perhaps… but i’m not sure)

    I forgot to tell u that the distance between the 2 cells are about 20 Km. *
    I recreate the handover definition and i ‘ve got same result.
    Any suggestion???
