Requesting you all to give suggestions for Improving DL Qual in my network…Plz tell me various steps i can take to improve the same including Parameter settings.

In GSM ?

Activate DL power control, activate DL DTX, activate TFO (TFO improves the perceived voice quality, not the rxqual), activate AMR.
Of course, check your frequency planning, and perform sufficient downtilting of your antennas.
