Hi All,

I am inquisitive to know how does a network decides upon paramters of cell selection like CELL-RESELECT-HYSTERESIS , CELL_RESELECT_OFFSET, MS-TXPWR-MAX-CCH etc. I mean does network employ any Power calculations or they are decided while network planning?

I think these parameters are controlled by OAM and communicated/decided while network deployment/planning.

at network implementation, default values are used. then they are optimized by radio engineers, depending on their needs.

the values are set in the OMCR, and can be changed easily by someone, but they are not automatically adapting to the current traffic conditions in the cell.
