Access Deficit Charge (ADC)

    Hi!
    I was reading this article about Basic Telephony and came across the term “Access Deficit Charge (ADC)”.

    I’m aware that it has something to do with National Long Distance Operators and Fixed Service Providers. However, what exactly this term means, is what I’m not aware of.
    Could anyone shed some light on this?
