what is usually set up within the GSM/GPRS on the hlr sub profile network ? is that VPLMNallowed=true or VPLMNallowed=false ?

the issue is that when we have the inbound roamer having “true” and an APN name of HPLMN is equal to the APN name of the VPLMN , he will inbound roamer will not be able to roam through is HGGSN , and thus TAP file will not correct .

This parameter specifies if the MS is allowed to use the APN only in the domain of the HPLMN or, additionally, the APN in the domain of the VPLMN.
In your case the parameter must be “No”.

What are the parameters on HLR which determine SMS and GPRS services in roaming?

To determine the VPLMNallowed (True or False) flag you will need to check what Roaming agreement is in place. There will be a preferred Roaming partner.
