Can anybody explain what is “receiver saturation”

is it like serving a receiver such a good signal which was not expected ever by him.

Second:

What is the standard safety regulation world wide regarding the 900Mhz/1800 Mhz band.

I mean the restriction on the power level of signal. Is this the only reason restricted the BTS/TRX manufactures to go beyond present power OR

Any hardware limitation for going further with power.???
