    More seriously, the answer is in 3GPP 45.008

    Chapter 6.6.2 Path loss criteria and timings for cell re selection

    ii) b. in case of a cell reselection occurring within the previous 15 seconds in which case the C2 value for the new cell shall exceed the C2 value of the serving cell by at least 5 dB for a period of 5 seconds.

    Basically, it means that there is an anti ping-pong mechanism during reselection, which lasts 15s, and applies a 5dB margin to all neighbour cells.

    Do you agree ?

    Its 120 ms & 235 ms for TCH & SDCCH repectively.

    I am aware of SAPI 3 only

    Agree Bilal, SAPI3 is assigned specifically for SMS text.

    LAPDm: the classes associated with handling SMS there are:

    Annex F
    Six classes and they are Class A to F as set out in e.g.

    3GPP TS04.11 v7.1.0 (2000-09) Release 98 or if you want to go back further ETS 300 559: September 1995 (GSM 04.11 version 4.8.0)
