My next question is :

We all khnow that the feature NACC/PSI is mandatory for R4 MS.
Which means that when those two features are enabled,the latest mobiles will automatically use them
But the other mobiles that are not R4 ones.How will they operate with this feature?

the R4 MS will use them if these features are activated at the cell level.
For other MS, the cell will not perform NACC and PSI. Very simple… That’s the reason why the cell needs to know the release of the mobile.
