Hi,

why do you need SACCH signaling even during the period when MS is going through SDCCH phase.???

sacch are used for :
power control
radio link supervision (drop detection)
handover preparation
timing advance adjustment
neighbor monitoring
system information messages

…

even if PC and HO are disabled for SDCCH (depending on parameter configuration), there are many other necessary processes that require SACCH.
