by default, penalty time for handovers is 0 🙂 you should use this anti pingpong mechanism only if there are ping pong handovers… if there is no ping pong, then this is not really needed.

Hello,

I believe this value varies from network to another and it depends on the bad quality gap. The best way to set it is by performing a drive test for a certain area upon which you can penalize the cell by a certain time in order to avoid ping pong HO.
