According to the defenition of SDCCH handover “When a handover occurs during call set-up signalling, it is called SDCCH Handover. SDCCH is an Air interface signalling channel where call set-up signalling takes place”. So i think this feature can be enabled in the network. So what you guys suggest for this.
SDCCH seizure is too short to make the feature really efficient… Look at the directed retry : it is almost the same “spirit” (standard HO cause triggered during the SDCCH to TCH queuing time, during full congestion of the cell), but it rarely works well enough.
And it’s gonna be hell to test it on the field… Good luck with the drive tests, if you see what i mean…
