Most of equipment vendor are designing UL and DL CE separately especially for HSPA. In the case, evaluation of CE utilization should be done separately for downlink and uplink.
DL CE usage = CE usage DL/CE avail DL.
UL CE usage = CE usage UL/CE avail UL.
