ul time congestion is when the system is not able to establish new RAB in UL, because of congestion.
In 3G, UL congestion can be (mostly) caused by
– maximum licence capacity is reached
– maximum ul noise is reached
– minimum ul throughput per user is reached
To reuce the congestion time, yuou must first isolate the root cause of the congestion. Then find ways to optimize it. UL capacity optimization is very interesting in 3G, but requires time for deep analysis.
