These are some actions you can carry out, if the cell is isolate:
-disable Power Control
-choose High Power TRX with good sensibility at reception
-if the traffic is not to high downgrade the capacity to improve the coverage
-deploy a repeater if necessary or just a LNA if the DL coverage is OK
If users are far enough (TA>=63) you can change the cell into an extended cell with the outer zone reserve to these users
