This is how normal call clearing is defined in the GSM specifications:
““This cause indicates that the call is being cleared because one of the users involved in the call has requested that the call be cleared.” Refer to GSM 0408
This means that this cause is reported when the disconnect procedure is initiated by one of the mobile stations.
