radio link timeout counter is basically two type.BUT I EXPLAIN ONE
1.In downlink BTS send the 1 SACCH block at every 480ms if the Ms will not decode this block then RLT decrease by one
other wise increase by 2.if RLT goes to 0 then call will drop.
SO THE VALUE OF RLT IS 24 IS THE NORMAL CONDITION
