Did you say you have looked at capacity requirements? Typically you’d want to look at the Busy hour traffic and re-dimension the network accordingly, i.e add more TRXs and increase back-haul capacity but bare in mind that this will be capital intensive.
Some questions to answer as well are: What kind of site configurations are you using? Single band or dual band configurations?
From a parameter perspective you might need to go more aggressive on HR and AMR channel activation and on assignment redirection to less congested neighbors.
