Of course I wouldn’t push the CRO too high, and I would also use -as you do- an “early” TCH HO from 900 to 1800. However, starting from there, I would then increase the CRO as to decrease this number of early HO … but without creating situations where MS are attached to cells with bad level.
It’s all a matter of compromise in the end… I’m quite sure that even though we are looking at it from different point of view, our settings would probably be the same 🙂 What is your CRO & RXLEV ACCCESS MIN for 1800MHz & 900 MHz cells ?
I don’t understand why you said the CSSR in 1800 would be bad ? FDR is very effective, because the 900 coverage is always better than 1800. I can’t understand why a FDR would fail. (?)
