I applied setting you recommended on 34 cells and now, after two weeks of observation, I can sum up some results.
The average decrease of INC_HO_REQ (counters MC820 and MC830 ) is about 12%, of course, it varies from cell to cell.
The min value is 5,5% and max – 19%. Consequently MC541a and MC551 also decreased (differently on different cells). But at last we can squeeze our KPI *TCH_blocking_rate* into limit 🙂
