Hi KK,
Maybe your system gives preference to 1800 cells, eg, if your 1800 cells belong to LAYER 2 and 900 cells belong to LAYER 3 in HCS, then the 1800 cells will always be preferred.
Check your HCS settings to see if this is the case.
