There are 400 other parameters.
But none of them will modify the behaviour of LAC borders.
the cell reselect offset will be applied on all neighbours, instead of only the “other LAC” neighbours… but apart from that, the effect is comparable (favour/handicap other cells)
both should be used in parallel.
