51 frame structure is used in idle mode as it consist of Bcch,rach,ccch,sdcch frames, Rach is only up link channel on 51 frame structure.
26 frames comes in pic only in dedicated mode it consist of tch and sacch frames, the measurment for handover are sent on sacch frames .
