I think QCOMPUL is a quality threshold for Compression Handover in UL direction. It sounds symilar to that parameter used in old Siemens (now NSN) network. The meaning is the following one:
To perform a compression HO (from FR to HR) the quality threshold (in terms of C/I, retrieved from the average RXQUAL) should be higher than that threshold.
