if MS is in dedicated mode, there will be a HO (normal HO, nothing different)
at TCH release (end of the call), then the MS will trigger a location update procedure.
if MS is in idle mode, after cell reselection to a cell in a different LAC, it will immediately trigger a location update procedure.
