I think the best way to know is to do a drive test where you ca nsee all the messages and based on which you can identify the reason.
But as a first glance I can adivse you to check Network Mode if it is mode-I or mode-II where you can have LU for the CS and PS either combined or separate all depending on the presence of the Gb interface…
