No, that’s not your problem.
When you’re doing the drive test, stop at the point where you should reselect Cell 1, but you’re actually reselected to Cell 2.
Give me the following value, for EACH cell :
RXLEV
and the following cell parameters : RXLEV_ACCESS_MIN
CELL_RESELECT_OFFSET
TEMPORARY_OFFSET
PENALTY_TIME
MS_TXPWR_MAX_CCH
Then we can tell you why you don’t reselect cell 1 🙂
