You could estimate the CST by drivetest and calculate the CST from L3 messages. For GSM network, CST is the duration from Channel Request until Alerting, for Mobile to Mobile Calls usually 7-8 s, For WCDMA, CST is the duration from RRC Connection Request until Alerting, for MMC usually 6 – 7 s
