are you working at bss side, or at nss side ?
this kind of problems is exclusively due to nss misconfigurations. And if they tell you they didn’t change anything, then you can be certain they DID.
In some rare cases, it could be due to faults in the BSS database (which is “corrupted”). You can try to do a database cleanup, or delete/recreate the cell.
But if it is still not working, then quit trying and focus on NSS !!
